A Moscow appeals court has voided a raft of tax claims against the British Council, which has seen its operations hampered in Russia amid a bitter dispute about its legal status, the council said Thursday.

The city&apos;s Ninth Arbitration Appeals Court drastically reduced the original tax claim, which reportedly totaled about 130 million rubles ($3.7 million), the British Council&apos;s headquarters in London said in an e-mailed statement.

A British Council spokeswoman reached by telephone in London declined to elaborate, saying the &quot;complex details would first have to be reviewed by lawyers.&quot;

Each applicant should be ready to discuss his or her ties outside of the U.S. as well the circumstances of his or her travel. The visa interview is a fact-finding exchange geared to elicit information to supplement the information already provided on the application form. Applicants must be able to demonstrate to the Consular Officer that they have ties to a residence outside the United States because in order to be issued a visa, every applicant must overcome Section 214(b) of the Immigration and Nationality Act of 1952, as amended. This section of the law requires Consular Officers to presume that every nonimmigrant visa applicant is an intending immigrant to the United States. This places the burden of overcoming a statutory presumption of intending immigration on the applicant.
According to the law, therefore, an applicant can only receive a visa if the consular officer adjudicating his case is satisfied:
1.	That the applicant has a residence abroad;
2.	That the applicant has no intention of abandoning that residence; and
3.	That the intent of travel conforms to one of the nonimmigrant visa categories delineated in U.S. law.


Consular officers determine from objective evidence of strong family, economic, and social ties to an applicant&amp;#39;s home country that an applicant has no intention of abandoning his residence abroad. Even if an applicant superficially displays such ties to his home country, the consular officer is still obligated by law to deny the visa application if the officer suspects that an applicant intends to abandon those ties, doubts the veracity of the ties, determines that ties to the U.S. outweigh those to Ukraine, or if the officer believes the purpose of travel is not permissible under visa law. The burden of proof in this regard lies only with the applicant, and a nonimmigrant visa may not be issued based upon assurances, guarantees, or bonds made on behalf of the applicant by a third party.


I believe we are going to proceed, the worst that can happen as I see it is we&amp;#39;re out the $131 fee and my girl enduring the train trip to Kiev. There is currently a 34 day (calendar day) wait period for the interview so in a month or so I&amp;#39;ll post back again with the news -hopefully good.

		<description>OK Col HJ, I am not sure if the main visa requirement in your lady&amp;#39;s case is money  in terms of flight risk.  If you are engaged but had not submitted the application just yet, my understanding is that the fact that she leaves a child behind is suffcient reason for the US government to grant the tourist visa.  I got this from Russian women themselves.  A couple of them told me that they were able to get tourist visa because they showed the US embassy staff that they would travel without their children.   I think that leaving a child in her home country would convince immigration officials that she is not a flight risk woman.</description>

The same suggestion applies.  Good Universities all over the country offer intensive English courses for foreign students.  You may want to check the Universities in the city she wants to go.  This is not a curriculum within the traditional course program, Intensive English is offered usually through University Extension.  I had friends who did not have a problem coming on a student visa because the main requirement is being able to afford the costs.  It is expensive , but the programs are usually very good.  She has to prove solvency for school fees, housing and medical insurance; and a sponosr can certainly provide documentation of ability to assit her in any requirement, for instance housing.  I really do not see any other way.  Hope it helps.</description>

		<description>So  Zosya, what your saying is that of all the members here, not one of them knows someone who tried to come to U.S. on a student visa?  With all the members here, I can&amp;#39;t believe that someones girlfriend, wife exgirlfriend or exwife didn&amp;#39;t know someone who applied for a student visa. If you don&amp;#39;t know anything about it, why even bother posting a reply?  If you look at the question that was asked by me, you would see I was asking for people that might know something. I believe it was GG that posted a copy of questions asked at his wifes interview. So is it to much for me to ask if someone here knows anything?  Isn&amp;#39;t this the place where people try and get answers and guidence?

Again I tell you, I sent her the web page and I have read it.  But like I have read here numerous times, people give out helpful advice on things they know.  I was asking the same thing anyone would ask if they were applying for any other type visa. She asked me for help and I said I would ask around.
